Reuse is Coming: Preparing Ireland for the Future of Takeaway Packaging

The conversation around Ireland's proposed disposable cup levy continues to generate debate, with differing views emerging from government ministers and stakeholders. However, regardless of the outcome of that discussion, one thing is certain: significant changes are on the horizon for takeaway food and drink businesses.
Under the EU Packaging and Packaging Waste Directive (PPWD), by 12 February 2028 businesses offering takeaway food and beverages will be required to provide systems that support reusable containers, including the infrastructure needed for collection, washing, and reuse.

To help inform this important conversation, VOICE has developed a presentation highlighting the reuse options currently available across Ireland and Europe.
Our resource explores a range of reusable packaging models, examining how they operate, their benefits and challenges, and lessons learned from pilot projects and trials conducted in Ireland.
Rather than focusing solely on levies and charges for disposable items, the priority should be investing in the reuse systems and infrastructure that will enable businesses and consumers to make the transition successfully. Building practical, accessible reuse solutions now will help Ireland meet future obligations while reducing dependence on single-use packaging.
The shift to reuse presents an opportunity to create a more sustainable and efficient system that benefits businesses, customers, local authorities, and the environment. By learning from successful initiatives already in operation across Europe, Ireland can take proactive steps towards a cleaner, more circular future.
